Cornish seaside resort Newquay is taking drastic action to wipe its streets of drunken stag parties - by banning visitors from wearing mankinis.

The Daily Mail reports that police in the seaside town say the decision to ban the revealing one-piece and other 'inappropriate clothing' has helped significantly reduce anti-social behaviour and recorded crime.

Officers say Newquay is shedding its reputation as a resort for drunken revellers and stag parties as a result of the zero-tolerance approach to risqu? fancy dress.

Some tourists, including 15-year-old children, have been sent home as a result of their anti-social behaviour, while adult fun-seekers have had their skimpy fancy dress costumes seized by police - including thong-like bathing suits mankinis.

The news is a delight for locals who had become used to seeing men walking around their home town in the tiny costumes.

Devon and Cornwall Police Superintendent Julie Whitmarsh spoke of the successful summer season and said: 'We have had this consistency of seizing inappropriate items of clothing, sending people home to get changed, and that has worked, it has made a real difference, this 'no-nonsense attitude.'

'Mankini is what we term "offensive clothing", so we won't accept people wearing them. They are just hideous.'

'Is it just me, but if you were living in Bath for example, or Bournemouth, is that something you would wear to walk into town on a Saturday afternoon? No.

'They are just revolting, there is nothing pleasant about seeing anybody in a mankini. We have had a real crackdown on the fake penises.

'And people are getting that message. You look at the images you see of Newquay now, 2009 is three years ago and we are in a very different place.'

Part of the award-winning Newquay Safe campaign, since the death of two teenagers in 2009 following separate drink-fuelled nights out, the tough stance has been welcomed by residents who want to take their town back from the clutches of anti-social tourists.

'There was a lot of anger, that for us was a real turning point and threw it into sharp focus,' said Superintendent Whitmarsh.

'It was just the constancy of what was happening, the ongoing situation. I've always been shocked at the number of families that come on holiday but don't all go home as a family.

'To have that number of incidents was a shock for all of those involved. It was a real catalyst for change.'

Newquay Safe won praise from Home Office ministers for its initiatives designed to cut crime. Police regularly called parents across Britain to collect their drunken children in the middle of the night, alcohol was seized and stag and hen parties were sometimes banned from going into the resort.

'I remember one of our PCSOs said a 16-year-old boy had 64 cans of super-strength lager at 2pm,' Supt Whitmarsh told the Daily Mail.

'But the mother had a real go at the police saying they had ruined the boy's fun.

'But it isn't fun if you see the immediate harm a can of super-strength lager can cause a 16-year-old, let alone 64 between five of them.

'There is an attitude of "what goes on tour, stays on tour", that that's ok, but it is not.'

Superintendent Whitmarsh, who has two sons aged 14 and 11, said some parents' attitudes have contributed to the problems associated with anti-social behaviour among drunken teens.

She said: 'You get adults dropping their children off with, literally, a boot full of alcohol, and they say: "I'd rather know what they are drinking"'.

Officers say the message is finally getting through to many parents and reported crime during the summer season fell by one fifth this year compared with 2009, while reports of anti-social behaviour dropped from 685 in the summer of 2009 to 286 this season.

Common RNA pathway found in ALS and dementia

ScienceDaily (Sep. 30, 2012) ? Two proteins previously found to contribute to ALS, also known as Lou Gehrig's disease, have divergent roles. But a new study, led by researchers at the Department of Cellular and Molecular Medicine at the University of California, San Diego School of Medicine, shows that a common pathway links them.

The discovery reveals a small set of target genes that could be used to measure the health of motor neurons, and provides a useful tool for development of new pharmaceuticals to treat the devastating disorder, which currently has no treatment or cure.

Funded in part by the National Institutes of Health and the California Institute for Regenerative Medicine (CIRM), the study will be published in the advance online edition of Nature Neuroscience on September 30.

ALS is an adult-onset neurodegenerative disorder characterized by premature degeneration of motor neurons, resulting in a progressive, fatal paralysis in patients.

The two proteins that contribute to the disease -- FUS/TLS and TDP-43 -- bind to ribonucleic acid (RNA), intermediate molecules that translate genetic information from DNA to proteins. In normal cells, both TDP-43 and FUS/TLS are found in the nucleus where they help maintain proper levels of RNA. In the majority of ALS patients, however, these proteins instead accumulate in the cell's cytoplasm -- the liquid that separates the nucleus from the outer membrane, and thus are excluded from the nucleus, which prevents them from performing their normal duties.

Since the proteins are in the wrong location in the cell, they are unable to perform their normal function, according to the study's lead authors, Kasey R. Hutt, Clotilde Lagier-Tourenne and Magdalini Polymenidou. "In diseased motor neurons where TDP-43 is cleared from the nucleus and forms cytoplasmic aggregates," the authors wrote, "we saw lower protein levels of three genes regulated by TDP-43 and FUS/TLS. We predicted that this, based on our mouse studies, and found the same results in neurons derived from human embryonic stem cells."

In 2011, this team of UC San Diego scientists discovered that more than one-third of the genes in the brains of mice are direct targets of TDP-43, affecting the functions of these genes. In the new study, they compared the impact of the FUS/TLS protein to that of TDP-43, hoping to find a large target overlap.

"Surprisingly, instead we saw a relatively small overlap, and the common RNA targets genes contained exceptionally long introns, or non-coding segments. The set is composed of genes that are important for synapse function," said principal investigator Gene Yeo, PhD, assistant professor in the Department of Cellular and Molecular Medicine and the Institute for Genomic Medicine at UC San Diego and a visiting professor at the Molecular Engineering Laboratory in Singapore. "Loss of this common overlapping set of genes is evidence of a common pathway that appears to contribute to motor neuron degeneration."

In an effort to understand the normal function of these two RNA binding proteins, the scientists knocked down the proteins in brains of mice to mimic nuclear clearance, using antisense oligonucleotide technology developed in collaboration with ISIS Pharmaceuticals. The study resulted in a list of genes that are up or down regulated, and the researchers duplicated the findings in human cells.

"If we can somehow rescue the genes from down regulation, or being decreased by these proteins, it could point to a drug target for ALS to slow or halt degeneration of the motor neurons," said Yeo.

These proteins also look to be a central component in other neurodegenerative conditions. For example, accumulating abnormal TDP-43 and FUS/TLS in neuronal cytoplasm has been documented in frontotemporal lobar dementia, a neurological disorder that has been shown to be genetically and clinically linked to ALS, and which is the second most frequent cause of dementia after Alzheimer's disease.

Fast and Furious back in headlines as Univision reportedly finds more victims

Spanish-language television network Univision plans to air a television special that it said reveals more violence than previously known, as well as the stories of how many more Operation Fast and Furious victims were killed, the network announced in a Friday release.

?The consequences of the controversial ?Fast and Furious? undercover operation put in place by the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) in 2009 have been deadlier than what has been made public to date,? the network said. ?The exclusive, in-depth investigation by Univision News? award-winning Investigative Unit ? Univision Investiga ? has found that the guns that crossed the border as part of Operation Fast and Furious caused dozens of deaths inside Mexico.?

Among other groups of Fast and Furious victim stories Univision says it will tell in the special to air Sunday evening at 7 p.m., is one about how ?16 young people attending a party in a residential area of Ciudad Ju?rez in January of 2010? were gunned down with weapons the Obama administration gave to drug cartel criminals through Fast and Furious.

?Univision News? Investigative Unit was also able to identify additional guns that escaped the control of ATF agents and were used in different types of crimes throughout Mexico,? the network added. ?Furthermore, some of these guns ? none of which were reported by congressional investigators ? were put in the hands of drug traffickers in Honduras, Puerto Rico, and Colombia. A person familiar with the recent congressional hearings called Univision?s findings ?the holy grail? that Congress had been searching for.?

A video preview published on Friday shows a number of the bodies of people killed with Fast and Furious weapons, as well as victims? family members pleading with outgoing Mexican President Felipe Calderon for justice.

Congressional investigators from the House Committee on Oversight and Government Reform and the Senate Judiciary Committee have been probing Fast and Furious since early 2011, shortly after U.S. Border Patrol Agent Brian Terry was murdered with Fast and Furious weapons. Terry was killed on Dec. 14, 2010, in Peck Canyon, Ariz.

Others whose murders have been connected to Fast and Furious weapons include Immigration and Customs Enforcement Agent Jaime Zapata and Mexican citizen Mario Gonzalez. Gonzalez?s sister, Patricia Gonzalez, was the state prosecutor for the Mexican state of Chihuahua.

Fast and Furious was a program of the Bureau of Alcohol, Tobacco, Firearms and Explosives, overseen by Attorney General Eric Holder?s DOJ. It sent thousands of weapons to Mexican drug cartels via straw purchasers ? people who purchased guns in the United States with the known intention of illegally trafficking them somewhere else.

Mexican government officials have estimated that at least 300 people in Mexico were killed with Fast and Furious weapons.

Holder and President Barack Barack Obama have obstructed the congressional investigations into this scandal. After months of failure to comply with a subpoena for Fast and Furious documents, information and witnesses, Holder was voted on a bipartisan basis into criminal and civil contempt of Congress. Obama has asserted executive privilege over the documents.

The DOJ?s internal inspector general recently released a report concluding that Holder was not cleared by his currently ongoing investigation, despite a swath of media coverage saying that Holder was ?exonerated? by it. Though he did conclude that he couldn?t find evidence or proof Holder knew about Fast and Furious, DOJ Inspector General Michael Horowitz testified before Congress that almost everyone in Holder?s inner circle at DOJ did know, and that he and his team think it?s odd at best that Holder didn?t.

?We found, as we outlined in the report, we struggle to understand how an operation of this size, of this importance, that impacted another country like it did, could not have been briefed up to the attorney general of the United States,? Horowitz said during a House oversight committee hearing. ?It should have been, in our view. It was that kind of a case.?

Former White House National Security Council staffer Kevin O?Reilly ? who was intimately involved in Fast and Furious planning with Phoenix ATF officials, according to emails obtained throughout the congressional investigation ? has since been reassigned by the Department of State to a detail in Iraq. Obama administration officials have refused to make O?Reilly available to congressional investigators and to Horowitz?s internal DOJ investigation.

On Friday, CBS News? Sharyl Attkisson reported that congressional Republicans are now threatening to subpoena O?Reilly and force his testimony on Fast and Furious.

Univision has aggressively covered Fast and Furious, and its most recent major run-in with the scandal came when network anchor Jorge Ramos grilled Obama in an interview on the scandal, asking him why he hasn?t ?fired? Holder. During the interview, Obama made at least one false statement relating to Fast and Furious.

Thanks to a stadium-style retractable roof, New York City's Birreria is the rare outdoor drinking spot that can stay open all year.

A traditional German beer garden is little more than a shaded grove with picnic tables, but U.S. chefs and restaurateurs are enhancing the concept with hyperlocal brews, spectacular food and design innovations that range from whiskey-barrel tables to a multimillion-dollar retractable roof.

?We wanted to just have a really cool bar, a place where you could swing the doors open and turn the music up really loud,? says chef Tim Byres of The Foundry in Dallas. Located next door to Byres's popular Chicken Scratch restaurant, The Foundry regularly features live music and what the chef calls a ?design on a dime? aesthetic?shelters made from repurposed shipping containers and a stage constructed out of shipping pallets.

At the high end of the spectrum is Birreria in New York City, the nano-brewery garden on the roof of superchef Mario Batali's expansive Italian-food complex. Thanks to a stadium-style retractable roof (referred to by collaborating Dogfish Head brewer Sam Calagione as a "$2 million bet"), Birreria is the rare outdoor drinking spot that can stay open all year.

Chef Tiffani Faison, a "Top Chef"?contender who lived in Germany growing up, doesn't think the new crop of gardens aspires to authenticity. "To be really honest," she says, "I think it's an interpretation of what beer gardens are." Her own new garden, part of her Sweet Cheeks Q barbecue spot in Boston, features local beers and tables made from barrels that once held whiskey.

For a space that really feels like the traditional model, Faison cites San Francisco's Zeitgeist. The stalwart bar in the trendy Mission District may be the country's most seamless amalgam of the German ideal and American innovation. It combines a simple shady grove with the country's best craft beers, an official bicycling team and a punk rock jukebox.

Footage of last week's birth on the Big Island shows the baby dolphin's tail moments before she emerges from her mother. Once she is born, she shoots up to the water's surface to take her first breath, then quickly swims alongside her mother.

The birth occurred in a manmade lagoon at Dolphin Quest Hawaii at the Hilton Waikoloa Village, where visitors can touch and swim with the marine mammals.

Resort officials will monitor the baby around the clock for now, as its first 30 days of life are its most critical in terms of survival, said Julie Rocho-Levine, manager of marine animals for Dolphin Quest. Trainers will closely note when the baby nurses, among other things, she told The Associated Press on Monday.

The rate of survival for babies of first-time mother dolphins in the wild is about 50 percent, Rocho-Levine said. But that rate is much higher for dolphins born with access to top-notch care from humans, she said.

Marilee Menard, executive director of the Alliance of Marine Mammal Parks and Aquariums, said 70 percent of the dolphins in accredited facilities in North America were born in a zoo or aquarium.

Officials say it's the first calf for the mother, Keo.

"I'm a mom myself, so I feel like I was able to appreciate her just calm, relaxed nature throughout the whole entire situation," said Rocho-Levine, who was there for the birth.

"It seemed as though she (Keo) was seeking out that human companionship and finding comfort in the people she knows and spends her days with," she said.

Keo was calm enough to allow veterinarians to perform an ultrasound during labor.

Dolphin Quest officials plan to wait to name the baby until after its first month of life.
