95% The Kid with a Bike

All Critics (80) | Top Critics (22) | Fresh (76) | Rotten (4)

The Dardennes' quiet, naturalistic style strips this story of melodrama but not of emotion.

Without diminishing the boy's intensity or making him in any way ingratiating, the Dardennes take us into his mind, and we begin to appreciate not only his predicament but his resiliency.

The Dardennes' latest is one of their best, a memorable cinematic portrait of troubled youth and soul-saving charity.

Young Thomas Doret fills the role with natural sincerity and focus, and not a second that seems contrived.

Makes a powerful statement about the plight of unwanted children. But it also incorporates elements of melodrama, film noir, and even the fairy tale that engage our empathy and confirm the Dardennes' great compassion.

A wonderfully human and humane story about one of those lost-and-found children who tend to slip through society's not-so-safe safety nets.

The ending is somewhat contrived and forced, but not false, and there's a moving moment when Cyril and Samantha, riding beside a canal one sunny day, exchange bicycles.

[The Dardennes'] latest threads back to previous works in intriguing and satisfying ways...

To their credit, the Dardennes portray their subjects with a minimum of sentimentality.

It seems like a fairly minor movie, although one with major emotional pull.

Remains an effective picture with a genuine feel for human behavior, unearthing a direct sense of disturbance and a few select moments of stunning psychological clarity.

A film of rosy optimism it features a beguiling performance from screen newcomer doret who achieves a wonderfully natural, touching chemistry with de France.

Beyond Samantha's hard-to-fathom loyalty, many of the plot twists are predictable and contrived.

You wouldn't exactly call The Kid With a Bike a feel-good movie, but by the end it certainly invites the viewer to be hopeful about human nature. Another gem from the boys.

Dardenne heroes are crafty and restless, down but not out, and Cyril ought to be one of their best. For whatever reason, he isn't, quite.

Compassionate, humane but never sentimental.

Simple grace is a quality rarer in modern films than one might expect, as is the yard-by-yard, in-the-trenches slog of messy human connection, absent a lot of cathartic speechifying. Both are on rich display here.

The Dardenne siblings keep the story moving at a cracking pace, scrupulously avoid any syrupy sentiment, and deliver a drama that's both emotionally wrenching and morally complex.

An organically unfolding plot and riveting performances make this Cannes prize winner searing and sad.

...never soft-pedals the treacherous byways and alternative routes that [protagonist] Cyril only narrowly avoids on his road to security and happiness.

The Kid With A Bike cuts to the humanist heart of a boy's troubled 'rite de passage', without ever resorting to exaggerated emoting or cheap sensationalism.

Learning best when you rest: Sleeping after processing new info most effective, new study shows

Saturday, March 24, 2012

Nodding off in class may not be such a bad idea after all. New research from the University of Notre Dame shows that going to sleep shortly after learning new material is most beneficial for recall,

Titled "Memory for Semantically Related and Unrelated Declarative Information: The Benefit of Sleep, the Cost of Wake," the study was published March 22 in PLOS One.

Notre Dame Psychologist Jessica Payne and colleagues studied 207 students who habitually slept for at least six hours per night. Participants were randomly assigned to study declarative, semantically related or unrelated word pairs at 9:00 a.m. or 9:00 p.m., and returned for testing 30 minutes, 12 hours or 24 hours later. Declarative memory refers to the ability to consciously remember facts and events, and can be broken down into episodic memory (memory for events) and semantic memory (memory for facts about the world). People routinely use both types of memory every day ? recalling where we parked today or learning how a colleague prefers to be addressed.

At the 12-hour retest, memory overall was superior following a night of sleep compared to a day of wakefulness. However, this performance difference was a result of a pronounced deterioration in memory for unrelated word pairs; there was no sleep-wake difference for related word pairs. At the 24-hour retest, with all subjects having received both a full night of sleep and a full day of wakefulness, subjects' memories were superior when sleep occurred shortly after learning, rather than following a full day of wakefulness.

"Our study confirms that sleeping directly after learning something new is beneficial for memory. What's novel about this study is that we tried to shine light on sleep's influence on both types of declarative memory by studying semantically unrelated and related word pairs," Payne says.

"Since we found that sleeping soon after learning benefited both types of memory, this means that it would be a good thing to rehearse any information you need to remember just prior to going to bed. In some sense, you may be 'telling' the sleeping brain what to consolidate."

The Distinctions Of Online Businesses | Internet Business ...

Starting an online business has become a very popular venture in recent years as more and more people become acclimated to using the Internet in their everyday lives. As little as twenty years ago, the Internet was new to the average consumer and not much more than a novelty; today, it?s rare to encounter a home in the Western world that?s not stocked with at least one computer. Most middle class houses in America have multiple computers at this point.

What this means is that starting an online business can be profitable if done correctly, given the predominance of the Internet in the average household. People who are naturally entrepreneurial or those who have already started a non-internet based business will definitely have a leg up on the rest of the game, but for the right person who?s willing to take appropriate steps to ensure success, starting an online business can be easy, fun, and even profitable.

In general, the differences between online business and traditional businesses are slight but distinct. Here are a few things that potential online business owners should take into consideration before jumping on the Information Superhighway:

Lower start up costs/high effort. One of the greatest things about online businesses is that they typically don?t cost much to get started. There?s no need to rent out a space or pay utilities, and there are lots of free avenues to advertise with over the digital waves. However, don?t be fooled into thinking that ?less money invested means less work,? because nothing could be further from the truth. Online business owners often feel like their computers are grafted onto their hands!

Be a jack of all trades. It?s not good enough just to have a stellar idea or a fantastic service. In order to be successful, you need to be able to do graphic design, understand web server technology, programming, and knowledge of the Internet as a marketing medium. For those that can?t do all of this single handedly, outsourcing is an option, but this raises overall cost.

Think globally. This isn?t opening up a small Mom and Pop store in your neighborhood. The business will be able to reach all corners of the globe, thanks to the Internet. The good part is that this potentially means more business ? the bad part is that owners will have to make provisions for costs such as international shipping, and maybe even pay for translated versions of their websites.

Marketers make the market. There are thousands of ways to market on the Internet, including pay-per-click, viral, drip, social networking, AdWords, and many others. Don?t know what these things mean? Owners of successful online businesses take the time to learn!

Some of these attributes make working online easier, some may prove to be more of a challenge ? but they all make online businesses unique!

Corona's 3 goals lead US in rout of Cuba

March 22, 2012: Watch highlights from the United States' 6-0 win over Cuba in CONCACAF men's Olympic soccer qualifying.

NASHVILLE, Tenn. (AP) - The United States looks more than capable of finding the net in coach Caleb Porter's aggressive offense.

Joe Corona got the Olympic qualifying tournament started with three goals and the United States beat Cuba 6-0 Thursday night in the Americans' opening game of the Group A round-robin tournament. Juan Agudelo and Freddy Adu also had a goal apiece, and the U.S. Under-23 team also got an own goal from Cuba to lead 4-0 halftime.

"I'm happy, pleased we got the result," Porter said. "It's a good start, but we need to be better. So I think that'll be the message, and the nice thing is I don't even need to harp on that because they know it. These guys have very high standards. They know what they're capable of. I've seen it. ... You saw it for some periods today."

Porter wants his team attacking and staying on the offense, and the U.S. had a 17-4 edge on goal attempts and 7-1 on shots. He said the Americans moved the ball quickly and put together some combinations, accelerating at the right times. The result was the U.S. Under-23 team's biggest margin of victory since beating Panama 7-0 on July 20, 1991.

"It was pretty special, but it needs to be more," Porter said.

The Americans will play Canada on Saturday night in the second of three games in the Group A round-robin tournament at LP Field, home of the NFL's Tennessee Titans.

El Salvador and Canada tied 0-0 in the first game Thursday night. The top two teams advance to the semifinal March 31 in Kansas City, Kan. The semifinal winners will represent North America, Central America and the Caribbean at the London Olympics.

"We were kind of shaky at first," mid-fielder Brek Shea said. "But that's expected in the first game, and I think the team kind of turned it on and we played well."

The Americans got one early -- in the 11th minute after missing on three corner kicks just before. Adu had a free kick into the area, and Odisnel Cooper came out for Cuba, helping knock it in the air. Corona used his chest to deflect the ball and right-footed it in from 11 yards out.

Corona said he has a lot of freedom in his position and credits Porter.

"That's one of the things he expresses to me a lot," Corona said. "He gives me that liberty to be free on the ball, and I think that's something that helps me a lot, because I feel I'm that type of player. And I feel good."

Cuba's Dairo Macias was sent off in the 19th minute after his right elbow caught Agudelo in the mouth, dropping the American to the turf. He will miss Cuba's game Saturday against El Salvador, and Cuba coach Raul Triana Gonzalez said losing Macias hurt too much.

"I think that at the first 20 minutes we had the game pretty even," Gonzalez said through a translator. "We were playing head to head with the U.S. After that, it just went down."

Corona said the Americans felt confident after the red card.

"We had to keep working," Corona said. "They suffered a lot after that red card, the team just went down, they didn't want to do anything anymore. It was mostly us dictating the game and scoring more goals."

The Americans had plenty of chances in the first half in what the Cuban coach called their "vertical game." Brek Shea passed up a shot, passing instead to a teammate, who sent it wide. Corona missed on a header off a cross from Adu.

They didn't miss when Shea found Agudelo open from point-blank range for a header past Cooper in the 37th minute, and Corona made it 3-0 in the 40th off a volley from Mix Diskerud from 12 yards out. Shea tried to find Agudelo again in front of the net, but his pass went off Arturo Diz Pe for an own goal in the 43rd minute putting the U.S. up 4-0.

Corona added his third of the game in the 88th minute, kicking it past the keeper into the left corner of the goal.

In the second half, the Americans seemed to ease up a bit as Agudelo and Shea went to the bench early. They still managed to add a couple more goals even with plenty of passing.

Adu just missed over the crossbar on a kick in the second half, but he scored his fifth career goal in the 62nd minute off his left foot from 25 yards out. It was his second career goal against Cuba, coming in his first game as captain for the Americans.

"As soon as it left my foot, I was like, 'goal,'" Adu said. "I just hit that clean, as clean as you can hit it. Luckily it was on target and also to the corner. I would say it was definitely one of the best goals I've personally scored."

Do Not Encounter a Tax Lien Or Levy IRS to by Not Settling Your ...

You risk the IRS placing a lien or tax levy on your property to Fulfil what you owe the IRS if you owe to IRS Debt. Tax lien and tax levies are both ways the government can insist upon your repayment of what you owe the IRS. Do not risk to IRS tax levy or lien on what you have earned; always file your taxes on time and always pay your tax debt in full. Stay out of debt and avoid IRS on IRS lien or IRS Levy

How do a Tax Lien and a Tax Levy differentiate?

Tax Lien: This debt is the number one way the IRS can stake their claim that you owe a tax. There is a publicly available record Stating you owe taxes. A Lien Ensures payment of your IRS debt when your property is sold. Though your belongings are not physically taken from you (unlike a tax levy), a tax lien does put you in a difficult monetary position. Because it is public record, a lien appears when someone runs your credit report, clearly announcing you have an IRS debt. A lien thus hinders any financing on your assets.

Not only does a tax lien property you currently own cover, but that same chemicals also covers any property that may come into your possession. You must pay your IRS tax debt completely before selling your property or having the IRS lien lifted once a lien is filed. Some people are not even aware that a tax lien has been issued for what they owe the IRS until attempting to start a new line of credit, sell their home, or anything else involving their credit. Even if you get your lien resolved, it might appear quiet on your credit report for up to ten years. Companies issuing credit wants to see the estate and they want to think twice about doing business with you. . For this reason, it is really necessary chemicals for you to pay your IRS tax debt before being issued a

IRS Tax Levy: Unlike in IRS lien, a tax-levy is to actual physical taking of your belongings to apply towards the debt you owe the IRS. A tax levy can be placed on your pay, bank account, etc., as coverage for your IRS tax debt. For a levy to be placed on your savings account, the IRS first sends a letter notifying your financial institution that they are taking them hold of your account because of your unpaid tax debt. Following the instructions on this tax-levy notice, your bank will hold all of your moneys and to send them to the IRS to apply towards your IRS tax debt. A tax levies on your bank account can destroy your finances and usually comes from ignoring your IRS tax debt. This is why it is very important to pay your IRS debt when it?s due and to always deal with IRS correspondences seriously before the IRS enforces a levy.

The IRS can also enforce a tax levy on your earnings, as previously mentioned. You will get a Notice and Demand for Payment from the IRS after they deterministic mine your tax debt http://www.IRS.gov but before enforcing a tax-levy on your pay. The IRS will send you a Final Notice, if you choose not to pay your IRS tax debt or choose to not acknowledge the original notice, that will grant you a thirty-day grace period to resolve your tax debt before the IRS enforces the tax- levy on your income. If you ignore this reminder again of your IRS tax debt, the government wants to enforce the tax-levy on your income to Fulfil what you owe. To begin the tax levy process on your salary (that is referred by to as a ?Wage Levy?), the IRS sends your place of employment to IRS Wage Levy Notice. At that point, 1/2 to 3/4 of your earnings will be confiscated for the tax levy and submitted to the government to cover what you owe the IRS. You will be left enough to cover your basic needs: rent, groceries, etc. The tax levies will remain until the government gets back your entire IRS debt, including interest and penalty fees

You can help the preventDefault. Possibility of tax debt IRS by submitting your annual income taxes on schedule. Do not fall victim to a tax levy or tax lien. Stay clear of a Tax Lien or levy tax on what you have own, and keep the IRS off your back!

id=?article-resource?> will not hesitate to file a Tax Lien-Levy or to IRS if you owe the IRS. A tax levy or tax lien due to IRS debt can ruin your economic situation. Do not let a Tax Lien destroy your credit. Do not let a Tax Levy take money straight from your bank account. Visit

World News - Finally, UN reaches agreement over 'extremely ...

By msnbc.com staff and news services

The U.N. Security Council, including Russia, agreed on Wednesday to a statement endorsing efforts by Kofi Annan to end the Syrian uprising, providing a rare moment of global unity in the face of the year-long crisis.

The statement, which threatens Syria with unspecified "further steps" if it fails to comply with a six-point peace plan drawn up by Annan, will be formally adopted in New York later in the day, diplomats said.

U.S. Secretary of State Hillary Clinton on Wednesday praised the move as a "positive step".

"To President Assad and his regime we say, along with the rest of the international community: take this path, commit to it, or face increasing pressure and isolation," Clinton told reporters after a meeting with Afghanistan's foreign minister.

Although the original Western-drafted statement had to be diluted at Russia's demand, editing out any specific ultimatums, the fact that all major powers signed up to the proposal represented a blow to President Bashar Assad, who is fighting for his survival.

Activist: Assad's deadly crackdown turning peaceful Syrians into terrorists

At least 8,000 people have died in the revolt, according to U.N. figures, with the violence intensifying in recent weeks as pro-government forces bombard rebel towns and villages, looking to sweep their lightly armed opponents out of their strongholds.

U.N. chief Ban Ki-moon said on Wednesday that the crisis was alarming and had "massive repercussions" for the entire world.

"We do not know how events will unfold. But we do know that we all have a responsibility to work for a resolution of this profound and extremely dangerous crisis," Ban said in a speech in the Indonesian capital Jakarta.

Syria lies in a pivotal position at the heart of a web of regional conflicts in the Middle East, comprising a mix of faiths, sects and ethnic groups, and diplomats fear the rebellion is degenerating into a full-blown civil war.

Assad's forces have chalked up a string of gains as they turned their firepower on areas held by rebels, but the fighting shows no sign of abating and analysts expect the insurgents to change their tactics and adopt guerrilla warfare.

Opposition activists said the army used tanks, artillery and anti-aircraft guns on the Damascus suburbs of Harasta and Irbin early Wednesday, which were retaken from rebels two months ago but have seen renewed insurgency in recent days.

From university campus to torture chamber: A Syrian refugee's fight for freedom

Elsewhere, the army fired mortars into the Khalidiya district of Homs, while artillery targeted the rebel town of Rastan, north of Homs city, in central Syria. Video also showed shelling of the ancient Apamea castle at Qalat Mudiq, near Hama.

Reports from Syria cannot be independently verified because officials have barred access to rights groups and journalists.

Russia and China have vetoed two previous U.N. draft resolutions that would have condemned Damascus and have resisted calls from Western and Arab states for Assad to stand down.

But faced by growing global outrage at the bloodshed, the two countries agreed to a so-called "presidential statement", which are generally non-binding documents that nonetheless require unanimous support in the Security Council.

Speaking after the UN agreement was reached, Britain's Foreign Secretary, William Hague, said: ?I strongly welcome the Security Council?s full and unanimous support for the work of Kofi Annan as joint UN-Arab League envoy, expressed in today?s Presidential statement.

"I urge the Syrian authorities to take this chance to stop the bloodshed and show their commitment to implementing Kofi Annan?s six point plan, including by immediately pulling back the military from in and around population centers."

Reuters and msnbc.com staff contributed to this report.

Study reveals how monarch butterflies recolonize northern breeding range

Monday, March 19, 2012

Each year, millions of monarch butterflies (Danaus plexippus) migrate from overwintering grounds in central Mexico to colonize eastern North America, but just how these delicate creatures manage to reach the northern part of their breeding range in spring has largely remained a mystery.

Monarch ButterflyNew research from the University of Guelph led by Prof. Ryan Norris, Department of Integrative Biology, former graduate student Nathan Miller and Environment Canada, reveals how monarchs recolonize the northern reaches of their breeding grounds ? information that will help preserve this migratory species threatened by loss of critical food and habitat.

Every year, adult monarchs head north to lay eggs on milkweed plants in the United States. Subsequent generations continue north to reproduce, some eventually reaching southern Canada.

But this amazing migration has been declared "threatened" by the International Union for the Conservation of Nature. Because of milkweed destruction, the monarch butterfly has remained on Canada's list of species of "special concern" since 1997.

Norris said scientists need to learn more about the butterfly's migration to forecast how it will respond to environmental change such as habitat loss.

"It wasn't clear where these individuals were born and how long they lived," he said. "One possibility was that some monarchs that reach places like southern Ontario could have migrated all the way from Mexico."

Miller sampled monarchs from 44 sites across Ontario and the northern states. By analyzing chemical markers called stable isotopes and examining wing wear, the researchers found that about 10 per cent reaching the northern breeding range in the spring come directly from Mexico.

"This is an incredible journey from an animal this size, especially if you consider that these butterflies are little more than eight months old and have travelled thousands of kilometres over their lifetime," Miller said.

Ninety per cent of monarchs sampled by the researchers in the spring were first-generation individuals born en route that year. Surprisingly, most of these monarchs were born in the highly productive region of the central United States, not in the southern states as previously thought.

"Linking these periods of the breeding cycle provides us key information for conservation and identifies highly productive regions that fuel the migration further north," said Norris.

The study appears in the journal PLoS One.

Make Online marketing Easy As Never Before | Ibremsen Potter

The word ?limited? should be employed in adverts whenever we can. A lot of consumers get turned to trusted online stores since they?re seeking products that are not provided inside local merchants. Rather, they like merchandise that is actually distinctive. When one thing is often a exclusive edition, men and women will know that it?ll become unattainable quicker and they are most likely not really able to find something similar anywhere else. Make sure that you never cover your affiliations. Audience being savvy, specifically what you are up to along with would appreciate in the event you speak the truth. If you do not reveal your affiliations, they are bound to bypass the links you present and proceed to the website of the vendor straight. Genetic variation in East Asians found to explain resistance to cancer drugs

ScienceDaily (Mar. 18, 2012) ? A multinational research team led by scientists at Duke-NUS Graduate Medical School has identified the reason why some patients fail to respond to some of the most successful cancer drugs.

Tyrosine kinase inhibitor drugs (TKI) work effectively in most patients to fight certain blood cell cancers, such as chronic myelogenous leukemia (CML), and non-small-cell lung cancers (NSCLC) with mutations in the EGFR gene.

These precisely targeted drugs shut down molecular pathways that keep these cancers flourishing and include TKIs for treating CML, and the form of NSCLC with EGFR genetic mutations.

Now the team at Duke-NUS Graduate Medical School in Singapore, working with the Genome Institute of Singapore (GIS), Singapore General Hospital, and the National Cancer Centre Singapore, has discovered that there is a common variation in the BIM gene in people of East Asian descent that contributes to some patients' failure to benefit from these tyrosine kinase inhibitor drugs.

"Because we could determine in cells how the BIM gene variant caused TKI resistance, we were able to devise a strategy to overcome it," said S. Tiong Ong, MBBCh, senior author of the study and associate professor in the Cancer and Stem Cell Biology Signature Research Programme at Duke-NUS and Division of Medical Oncology, Department of Medicine, at Duke University Medical Center.

"A novel class of drugs called the BH3-mimetics provided the answer," Ong said. "When the BH3 drugs were added to the TKI therapy in experiments conducted on cancer cells with the BIM gene variant, we were able to overcome the resistance conferred by the gene. Our next step will be to bring this to clinical trials with patients."

Said Yijun Ruan, PhD, a co-senior author of this study and associate director for Genome Technology and Biology at GIS: "We used a genome-wide sequencing approach to specifically look for structural changes in the DNA of patient samples. This helped in the discovery of the East Asian BIM gene variant. What's more gratifying is that this collaboration validates the use of basic genomic technology to make clinically important discoveries."

The study was published online in Nature Medicine on March 18.

If the drug combination does override TKI resistance in people, this will be good news for those with the BIM gene variant, which occurs in about 15 percent of the typical East Asian population. By contrast, no people of European or African ancestry were found to have this gene variant.

"While it's interesting to learn about this ethnic difference for the mutation, the greater significance of the finding is that the same principle may apply for other populations," said Patrick Casey, PhD, senior vice dean for research at Duke-NUS and James B. Duke Professor of Pharmacology and Cancer Biology.

"There may well be other, yet to be discovered gene variations that account for drug resistance in different world populations. These findings underscore the importance of learning all we can about cancer pathways, mutations, and treatments that work for different types of individuals. This is how we can personalize cancer treatment and, ultimately, control cancer."

"We estimate that about 14,000 newly diagnosed East Asian CML and EGFR non-small-cell lung cancer patients per year will carry the gene variant," Ong said. "Notably, EGFR NSCLC is much more common in East Asia, and accounts for about 50 percent of all non-small-cell lung cancers in East Asia, compared to only 10 percent in the West."

The researchers found that drug resistance occurred because of impaired production of BH3-containing forms of the BIM protein. They confirmed that restoring BIM gene function with the BH3 drugs worked to overcome TKI resistance in both types of cancer.

"BH3-mimetic drugs are already being studied in clinical trials in combination with chemotherapy, and we are hopeful that BH3 drugs in combination with TKIs can actually overcome this form of TKI resistance in patients with CML and EGFR non-small-cell lung cancer," Ong said. "We are working closely with GIS and the commercialization arm of the Agency for Science, Technology & Research (A*STAR), to develop a clinical test for the BIM gene variant, so that we can take our discovery quickly to the patient."

The major contributors to the study include additional researchers and teams from the Duke-NUS Graduate Medical School, Genome Institute of Singapore (Dr. Yijun Ruan and Dr. Axel Hillmer), Singapore General Hospital (Dr. Charles Chuah), and National Cancer Centre Singapore (Dr. Darren Wan-Teck Lim).

In addition, the investigators also received important contributions from Akita University Graduate School of Medicine, Japan (Dr. Naoto Takahashi), the Cancer Science Institute of Singapore (Dr. Ross Soo), the National University Cancer Institute of Singapore (Drs. Liang Piu Koh and Tan Min Chin), the Yong Loo Lin School of Medicine, National University of Singapore (Dr. Seet Ju Ee), the University of Bonn, Germany (Dr. Markus N?then), the University of Malaya (Dr. Veera Nadarajan), and the University of Tokyo, Japan (Dr. Hiroyuki Mano).

The study was supported by grants from the National Medical Research Council (NMRC) of Singapore; Biomedical Research Council (BMRC) of A*STAR, Singapore; Genome Institute of Singapore; Singapore General Hospital; and two NMRC Clinician Scientist Awards to Dr. Ong and Dr Chuah.

CHFA Foreclosure Prevention Program Could Get New Funding ...

?

A foreclosure prevention program that has already provided more than 600 loans for borrowers in danger of losing their homes could be extended by state lawmakers.

The Emergency Mortgage Assistance Program, or EMAP, could be funded with up to another $60 million and be expanded to include FHA-insured mortgages, which are currently excluded. The program, administered by the Connecticut Housing Finance Authority, has currently approved nearly $30 million in loans that date back to 2008 when EMAP was put in place by the legislature.

Next week, the legislature?s banks committee will vote on whether to send the measure to the House and Senate.

?It literally has saved hundreds of people from losing their homes,? said Sen. Bob Duff, D-Norwalk, co-chair of the banks committee, told me today. ?It?s helping keep people on their feet.?

Connecticut lawmakers may extend funding for a CHFA foreclosure prevention program that makes loans to homeowners. File Photo.

?

The program got off to a slow start in 2008 because of requirements that were deemed too restrictive, particularly what constitutes a ?financial hardship.? A year later, that was expanded to not include a drop in income but a sudden jump in medical and other expenses.

EMAP loans must be repaid once borrowers have regained their financial footing. The loans can either catch-up borrowers on delinquent payments or provide monthly assistance to make mortgage payments or both. Those who qualify can receive as many as 60 monthly payments. The loans are subject to yearly reviews.

Borrowers must have had good payment histories prior to their current financial troubles emerging.

More information on how to qualify for EMAP can be found here.

In 2011, the average loan was $67,100, compared with $25,850 in 2008, according to CHFA.

Duff said the program merits further funding because ?we?re not out of the woods yet, we may be getting out of the woods but we?re not there yet.?

Connecticut?s economy is showing steady improvement, with the unemployment rate dropping to 8 percent from a peak of 9.4 percent in August, 2010. But it still will be years before the state regains all the jobs it lost in the last recession.

There are also expectations that foreclosures may increase now the major banks have settled with regulators on how they deal with delinquent borrowers. While both sides negotiated the agreement, a broad cross-section of foreclosures in Connecticut and nationally were put on hold.

Recently, the picture of Connecticut homeowners in trouble was mixed. In the last three months of 2011, the overall number of residential borrowers who were behind on their monthly payments eased slightly, but those who were in the most serious trouble ? 90 or more days past due ? crept up again.

Jeff Gentes, managing attorney for foreclosure prevention at the Connecticut Fair Housing Center in Hartford, said not much has changed in the past two years since the center declared a crisis in borrowers falling behind. Back then, 1 in 17 were 90 or more days past due; now, its 1 in 13 or 1 in 14.

?Long-term unemployment is still a problem,? Gentes told me.

Extending EMAP was one of the recommendations from a task force, charged by the legislature, to review and evaluate CHFA?s housing programs.

An extension of EMAP likely would be funded by CHFA selling bonds. It is possible that the interest on those bonds could be paid for by using a portion of the funds coming to the state as a result of the $25 billion, nationwide settlement with the five largest mortgage servicers, Duff said.

Connecticut?s share is more than $190 million, with $27 going to programs that help prevent foreclosure.

Follow the progress of the bill here.

Scientists identify neural activity sequences that help form memory, decision-making

ScienceDaily (Mar. 14, 2012) ? Princeton University researchers have used a novel virtual reality and brain imaging system to detect a form of neural activity underlying how the brain forms short-term memories that are used in making decisions.

By following the brain activity of mice as they navigated a virtual reality maze, the researchers found that populations of neurons fire in distinctive sequences when the brain is holding a memory. Previous research centered on the idea that populations of neurons fire together with similar patterns to each other during the memory period.

The study was performed in the laboratory of David Tank, who is Princeton's Henry L. Hillman Professor in Molecular Biology and co-director of the Princeton Neuroscience Institute. Both Tank and Christopher Harvey, who was first author on the paper and a postdoctoral researcher at the time of the experiments, said they were surprised to discover the sequential firing of neurons. The study was published online on March 14 in the journal Nature.

The findings give insight into what happens in the brain during "working memory," which is used when the mind stores information for short periods of time prior to acting on it or integrating it with other information. Working memory is a central component of reasoning, comprehension and learning. Certain brain disorders such as schizophrenia are thought to involve deficits in working memory.

"Studies such as this one are aimed at understanding the basic principles of neural activity during working memory in the normal brain. However, the work may in the future assist researchers in understanding how activity might be altered in brain disorders that involve deficits in working memory," said Tank.

In the study, the patterns of sequential neuronal firing corresponded to whether the mouse would turn left or right as it navigated a maze in search of a reward. Different patterns corresponded to different decisions made by the mice, the Princeton researchers found.

The sequential neuronal firing patterns spanned the roughly 10-second period that it took for the mouse to form a memory, store it and make a decision about which way to turn. Over this period, distinct subsets of neurons were observed to fire in sequence.

The finding contrasts with many existing models of how the brain stores memories and makes decisions, which are based on the idea that firing activity in a group of neurons remain elevated or reduced during the entire process of observing a signal, storing it in memory and making a decision. In that scenario, memory and decision-making is determined by whole populations of neurons either firing or not firing in the region of the brain involved in navigation and decision-making.

The uniqueness of the left-turn and right-turn sequences meant that the brain imaging experiments essentially allowed the researchers to perform a simple form of "mind reading." By imaging and examining the brain activity early in the mouse's run down the maze, the researchers could identify the neural activity sequence being produced and could reliably predict which way the mouse was going to turn several seconds before the turn actually began.

The sequences of neural activity discovered in the new study take place in a part of the brain called the posterior parietal cortex. Previous studies in monkeys and humans indicate that the posterior parietal cortex is a part of the brain that is important for movement planning, spatial attention and decision-making. The new study is the first to analyze it in the mouse. "We hope that by using the mouse as our model system we will be able to utilize powerful genetic approaches to understand the mechanisms of complex cognitive processes," said Harvey.

Navigating the maze

Princeton researchers studied these neurons firing in the posterior parietal cortex of mice while they navigated a maze in search of a reward. The simple maze, generated using a virtual reality system, consisted of a single long corridor that ended in a T-intersection, requiring the mouse to choose to turn left or right.

As the mouse ran down the long corridor, it saw visual patterns and object signals on the right or left side of the corridor, like a motorist driving down a highway might see a sign indicating which way to turn at the T-intersection. If the mouse turned in the direction indicated by the signal, it found the reward of a drink of water.

The experimental setup required that the mouse notice the signal and remember which side of the corridor the signal was on so that it could make the correct decision when it reached the T-intersection. If it turned the wrong way, the mouse would not find the reward. After several training runs, the mice made the right decision more than 90 percent of the time.

In cases where the mice made errors, the neuronal firing started out with one distinct pattern of sequential firing and then switched over to another pattern. If the mouse saw a signal indicating that it should turn right but made a mistake and turned left, its brain started off with the sequence indicating the visual cues for a future right turn but then switched over to the sequence indicative of a future left turn. "In these cases, we can observe the mouse changing its memory of past events or plans for future actions," said Tank.

The mouse training and imaging experiments were conducted by Harvey, who is now an assistant professor of neurobiology at Harvard Medical School. Harvey was assisted in some experiments by Philip Coen, a graduate student in the Princeton Neuroscience Institute.

Constructing a virtual reality

In place of a physical maze, the researchers created on using virtual reality, an approach that has been under development in the Tank lab for the last several years. The mice walked and ran on the surface of a spherical treadmill while their head remained stationary in space, which is ideal for brain imaging. Computer-generated views of virtual environments were projected onto a wide-angle screen surrounding the treadmill. Motion of the ball produced by the mouse walking and turning was detected by optical sensors on the ball's equator and used to change the visual display to simulate motion through a virtual environment.

To image the brain, the researchers employed an optical microscope that used infrared laser light to look deep below the surface in order to visualize a population of neurons and record their firing.

The neurons imaged in these mice contained a "molecular sensor" that glows green when the neurons fire. The sensor, developed in the lab of Loren Looger, group leader at the Howard Hughes Medical Institute's Janelia Farm Research Campus, consisted of a green fluorescent protein engineered to glow in response to calcium ions, which flood into the neuron when it fires. The green fluorescent protein (GFP) from which the sensor was developed is widely used in biological research and was discovered at Princeton in 1961 by former Princeton researcher Osamu Shimomura, who earned a Nobel Prize in chemistry in 2008 for the discovery.

The virtual reality system, combined with the imaging system and calcium sensor, allowed the researchers to see populations of individual neurons firing in the working brain. "It is like we are opening up a computer and looking inside at all of the signals to figure out how it works," said Tank.

These studies of populations of individual neurons, termed cellular-resolution measurements, are challenging because the brain contains billions of neurons packed tightly together. The instrumentation developed by the Tank lab is one of the few that can record the firing of groups of individual neurons in the brain when a subject is awake. Most studies of brain function in humans involve studying activity in entire regions of the brain using a tool such as magnetic resonance imaging (MRI) that average together the activity of many thousands of neurons.

"The data reveal quite clearly that at least some form of short-term memory is based on a sequence of neurons passing the information from one to the other, a sort of 'neuronal bucket brigade,'" said Christof Koch, a neuroscientist who was not involved in the study. Koch is the chief scientific officer for the Allen Institute for Brain Science in Seattle and the Lois and Victor Troendle Professor of Cognitive and Behavioral Biology at the California Institute of Technology in Pasadena.

The development and application of new technologies for measuring and modeling neural circuit dynamics in the brain is the focus of Princeton's new Bezos Center for Neural Circuit Dynamics. Created with a gift of $15 million from Princeton alumnus Jeff Bezos, the founder and chief executive officer of? Amazon.com, and alumna MacKenzie Bezos, the center supports the study of how neural dynamics represent and process information that determines behavior.

This work was supported by the National Institutes of Health, including a National Institutes of Health Challenge Grant, part of the American Recovery and Reinvestment Act of 2009. Harvey was supported by the Helen Hay Whitney Foundation and a Burroughs Wellcome Fund Career Award at the Scientific Interface.

A culinary union flourishes in South Korea

A cold soup serves as a cultural tie between North and South Korea.

Baengnyeong Island, S. Korea

? A local, slice-of-life story from a Monitor correspondent.

As the mists lift, a hint of the forbidden comes into view just 10 miles across the rough coastal seas. This is one of South Korea?s frontline outposts, located in the Yellow Sea near the Northern Limit Line, the very edge that divides blood brother and political foe North Korea.

But it was not always this way ? before the partition of North and South, the island group was one of four that belonged to the mainland province visible through the mists to the north, now part of an enemy state.

Though cut off from their brethren for six decades, some older island residents still recall a time when they could cross freely. On a cultural level, they carry on a culinary legacy by hosting some of the most authentic versions of a cold noodle dish that also belongs squarely to the North: mul naengmyeon.

On Baengnyeong, in simple restaurants, this icy concoction of buckwheat noodles, beef broth, thinly sliced radishes, and half a boiled egg, is served to a steady stream of island residents, tourists, and South Korean soldiers.

While many visitors are eager to catch a glimpse of the forbidden through binoculars, vestiges of lasting ties lurk beneath the surface of life here. Until relatively recently, visitors from North Korea were said to regularly drift across the precarious waters.
