Times-Union: JaxPort's pick for CEO says Horizon Lines agreement won't be conflict of interest

The shipping executive selected to be the Jacksonville Port Authority?s next CEO said Tuesday he does not think his separation agreement with Horizon Lines would create any conflicts of interest for him as JaxPort?s top administrator.

Brian Taylor resigned from Horizon Lines last November and is receiving $370,000 a year over a two-year period from the company, which uses the JaxPort-owned Blount Island terminal for shipping cargo to Puerto Rico.

JaxPort has asked General Counsel Cindy Laquidara to determine whether Taylor would face any conflict of interest in serving as CEO since Horizon Lines competes with other JaxPort tenants for cargo business.

Taylor declined to comment further on the issue. The terms of his contract, including his salary, still must be negotiated and voted on by the board.

?I am excited to get started and get to work,? he said of the board?s decision Monday to offer him the CEO post. ?I see the port of Jacksonville as a real economic driver for the region and a huge opportunity for me and the team to build something that is really great.?

He said he does not own any stock in Horizon Lines, having sold his shares after he left the company.

Taylor, 54, rose to the rank of chief operating officer and chief commercial officer at Horizon Lines, which is headquartered in Charlotte, N.C. and provides shipping services to Puerto Rico, Alaska and Hawaii.

He declined to comment on why he resigned from Horizon Lines.

?There are many reasons that executives choose to leave companies,? he said. ?I feel that I left on good terms.?

Heidrick & Struggles, the search firm hired by JaxPort in a $99,000 contract, did not give board members the separation agreement Taylor reached with Horizon Lines. JaxPort board member John Anderson has said the board should have gotten that document before it voted to pick Taylor.
